Training Workshop for Facilitating Partners

In the central office of “Rural Infrastructure Development” Project PIU specialists conducted a training workshop: "Paperwork management for the accomplished work on communities’ mobilization " for Facilitating Partners.

In accordance with the purpose of the project, the tasks of the seminar included the following:

- The procedure for drawing up protocols at qishloq, district and regional levels;
- The procedure for compiling reports on the work done;
- The procedure for filling out forms regarding mobilization work;
- The order of placing documents in folders.

On November 1-2, meetings with participants from Namangan representing Center for Entrepreneurship and Executive Development, СEED / “Rhythm Plus» consulting company were held;

On November 3-4 they met with participants from Agency for Technical Cooperation and Development (ACTED)/ “Tarakkiyot” Population Development Support Centre from Ferghana region;

On November 8-9, the seminar was held for Andijan region Facilitating Partners representing the Agency for Technical Cooperation and Development, ACTED/ "Yuksalish” National movement .

On November 2 of the year, "Single Customer Service" Engineering company under Khokimiyat of Jizzakh region and the “Rural Infrastructure Development” PIU under the Ministry of Economic Development and Poverty Reduction signed an agreement with “QURILISH BROKER SERVICES” LLC, as the general contractor, for the provision of services for the "Reconstruction of the branch of secondary school No. 30 in “Saroy” MCA of Bakhmal district in Jizzakh region".

In accordance with the principle of social and environmental sustainability, the contractor undertakes carrying out construction work in full compliance with the requirements of the environmental legislation of the Republic of Uzbekistan and the requirements of the World Bank (http://www.ridp.uz/media/documents/project/en/Environmental_and_Social_Management_Framework.pdf).

Detailed data on the subproject:
The number of residents on the territory of "Saroy" MCA is 2789 people.
Within the framework of the Project, 447838 US dollars are planned for this MCA.

Name of the object: reconstruction of the school branch for 220 pax in accordance with the requirements of modern architecture in the territory of "Saroy" MCA of Bakhmal district in Jizzakh region.

The current state of the school: secondary school No. 30, located in the territory of "Saroy" MCA was built in 1976 for 240 students. In addition, a branch of this school was built in 1985 and was subsequently adapted for 120 students. At the present 484 students are enrolled in this school and branch (419 of them study at the school, 65 - at the branch).

Name of the project designing organization: “Atlant Architects Group” LLC.
The construction and installation works cost makes 6.4 billion Uzbek Soums.

Social Audit

Social audit is a process in which the Community Participatory Monitoring Committee and Mahalla Development Units (MDU) organize monitoring and evaluation of the planning and implementation of the Qishloq Development Plan, and separately, the Community Participatory Monitoring Committee analyzes the effectiveness of the MDUs (in accordance with the QDP) in each qishloq. The Community Participatory Monitoring Committee will facilitate a Social Audit every six months.

Social Audits will be conducted in the form of public forums, at which district Khokimiyats representing District Project Committees (DPC) and MDU will report on progress of the project, problems and fiduciary information (budget execution reports publishing, provision of audit for all operations, tracking of all payments, providing access to documents) every 6 months during the Project implementation cycle. Contractors and beneficiaries will also participate in the social audit process.

The purpose of Social Audit is to provide information to the population from all villages:
- about the resources allocated for the Project in accordance with the approved Qishloq Development Project (QDP);
- about the location of the new or renovated infrastructure and its relation to other blocks/streets in the village that have or do not have certain infrastructure and services;
- about the general achievements of the Mahalla Development Units (MDU) (in accordance with the QDP);
- about the quality of the infrastructure, whether it meets people's expectations;
- maintenance of infrastructure in an appropriate manner by the population or the relevant department.

Social audit will guarantee:

- transparency and accountability of the MDU to the citizens that have chosen them;
- control over the fact that construction firms perform their work properly.
The RIDP facilitators should help the Community Participatory Monitoring Committee to organize a Social Audit and be present during its conduct. The RIDP facilitators should also help the MDU prepare a presentation on Social Audit for the citizens.

1 full visit - preparation of the MDU for social audit (presentation of the goals and objectives of social audit, the process of conducting, filling in the documentation) and preparation of Community Participatory Monitoring Committee for Community Participatory Monitoring (CPM) (the process of behavior and how to make a presentation of the results of CPM on posters).
After successfully conducting 2 social audits (every 6 months) the RIDP facilitators can fully delegate the task to the Community Participatory Monitoring Committee. Nevertheless, the RIDP facilitators should make sure that Social Audits will be carried out during all 3 years of their work with the population.

Social Audit Process:

- preparation process to Social Audit (description of aims and process of Social Audit, conducted by facilitators for MDU and CPM Committee);
- conducting a Social Audit (monitoring and evaluation of the planning and implementation of the QDP, analyses of MDU effectiveness, etc.);
- announcing the date of the Social Audit results for the population;
- MDU presentations to a large public gathering (about 100 people);
- CPM team presentation on their monitoring findings;
- Community Response and Questions to MDU;
- Action Plan by MDU to address key issues and follow up progress in the next Social Audit.

Facts about “Rural Infrastructure Development” Project. For the period of 2020-2024, in addition to financing the Project implementation, 11,700,000 USD has been allocated to Build the capacity of local government, communication and public relations, citizens’ engagement (Component 1 b)
Such as:
1. The works under each contract are being studied and carried out with the involvement of foreign experts within 24 months on the basis of public opinion.
2. Services of foreign and international experts’ group will be provided for the qishloqs that are not provided with clean drinking water during the Project implementation period for 3 years.
3. Continuous training on professional development for representatives of local government and self-government bodies and specialists of other departments involved in the Project, in accordance with the schedules is being conducted during 4 years.

During the period of January-September 2021 63 applications were received within the framework of the “ Rural Infrastructure Development" Project under the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan

- 5 - in the central reception areas of PIU;
- 28 - through the hotline;
