1.Individual Consultant on Project Manager

Position title:	Individual Consultant on Project Manager
Project name:	“Rural Infrastructure Development Project – Phase 2” Project

Duty station:	Tashkent city

I. Background

The “Rural Infrastructure Development Project – Phase 2” (RIDP-2) is being implemented in 36 districts of the Republic of Uzbekistan (Fergana, Andijan, Namangan, Sirdarya, Jizzakh and Tashkent regions) with the aim of improving the quality of basic infrastructure in selected villages and strengthening local self-governance processes. The Project is financed by the World Bank and the Asian Infrastructure Investment Bank (AIIB).

The Project Implementation Group (PIG) is responsible for supporting the successful implementation of the Project, including ensuring compliance with the relevant policies and procedures of the World Bank in carrying out project activities.

The Individual Consultant on Project Manager, under the supervision of the PIG Director, coordinates the project implementation processes and ensures the timely and high-quality delivery of the project components.

This position is financed from the grant funds allocated for project preparation. The Individual Consultant will be engaged under a time-based contract for a period of 6 (six) months, including a 3 (three)-month probation period.

II. Description of duties

The main duties of the Individual Consultant on Project Manager include, but are not limited to, the following:

Assisting the PIG Director in planning, organising and coordinating project activities, maintaining the annual work plan and monitoring its implementation;
Coordinating the work of PIG specialists and regional divisions across the project components, ensuring that assignments are carried out on time and to the required quality;
Ensuring that activities in the areas of financial management, procurement, infrastructure, social safeguards and environment comply with the Financing Agreement, the Project Operational Manual and World Bank procedures;
Organising the timely conclusion of all types of contracts and monitoring the fulfilment of contractual obligations by contractors;
Working closely with the Financial Management Consultant in preparing financial forecasts, performance targets and financial reports;
Identifying difficulties in project implementation and regularly informing the PIG Director of shortcomings and measures to address them;
Participating, as instructed by the PIG Director, in correspondence, meetings and negotiations with the World Bank, AIIB, the Ministry and other stakeholders;
Organising the preparation of the quarterly and annual project reports and presentation materials;
Preparing for implementation support missions and monitoring the implementation of the action plans arising from mission findings;
Ensuring that PIG staff comply with the rules established in the Human Resources Policy Manual;
Performing other relevant duties as instructed by the PIG Director.

III. Qualification requirements

Higher education in management, economics, engineering or another relevant field (a master’s degree is an advantage);
At least 5 years of work experience in investment projects financed by the World Bank Group or other International Financial Institutions (IFIs);
Experience in managing leading departments in organisations implementing state investment programmes or infrastructure projects;
Advanced computer user (MS Word, Excel, Outlook);
High-level speaking and writing skills in Uzbek, Russian and English.

IV. Reporting and contract duration

The Individual Consultant for this assignment shall report to the PIG Director. The duty station is the PIG central office in Tashkent city.

The initial duration of the contract is 6 (six) months, including a 3 (three)-month probation period. The type of contract is time-based. The contract may be extended subject to satisfactory performance and/or availability of funds.

2. Individual Consultant on Financial Management

Position title:	Individual Consultant on Financial Management
Project name:	“Rural Infrastructure Development Project – Phase 2” Project
Type of contract:	Time-based (individual consultant)
Duration:	6 months (with a 3-month probation period)
Duty station:	Tashkent city

I. Background

The Individual Consultant on Financial Management is responsible for meeting the World Bank’s financial management requirements and for maintaining the financial management and reporting of the Project. In carrying out these functions, the Consultant shall be guided by the Financing Agreement, the World Bank Disbursement Guidelines, the Project Operational Manual and the regulatory and legal acts of the Republic of Uzbekistan.

II. Description of duties

The main duties of the Financial Management Consultant include, but are not limited to, the following:

Full responsibility for the financial management and reporting of the Project;
Setting up the financial, accounting and reporting systems of the Project (including the accounting software);
Coordinating the work of regional finance and accounting specialists and of the finance staff of the central office;
Preparing reports on the use of project funds and processing withdrawal applications through the World Bank’s disbursement database and the eDisbursement module;
Preparing quarterly Interim Financial Reports (IFRs) and annual financial statements in the form and content agreed with the World Bank, and preparing them for audit;
Developing and approving the project expenditure budget and budget estimates and exercising budget control;
Opening and managing the project accounts and ensuring monthly reconciliation with bank statements;
Reviewing the financial terms of purchase orders and contracts prior to signature and controlling payments on the basis of supporting documents;
Ensuring the timely submission of audit reports to the World Bank and the implementation of audit recommendations;
Cooperating with the Ministry of Finance, the Ministry of Economy and other state bodies on co-financing matters;
Overseeing the inventory of goods and services procured under the Project;
Performing other relevant duties as required.

III. Qualification requirements

Higher education in accounting, finance, economics or a related field;
At least 5 years of work experience in a similar position; experience in IFI-financed projects is an advantage;
Knowledge of national accounting standards and international financial reporting standards (IFRS/IPSAS);
Advanced user skills in the 1C – Accounting system;
Knowledge of local taxation and accounting legislation;
Excellent command of Uzbek and Russian; working knowledge of English is an advantage.

3. Assistant Consultant on Financial Management

Position title:	Assistant Consultant on Financial Management

Duty station:	Tashkent city

I. Background

The Assistant Consultant on Financial Management assists in maintaining the accounting and reporting of the Project under the supervision of the Financial Management Consultant.

II. Description of duties

The main duties of the Assistant Consultant include, but are not limited to, the following:

Preparing payment orders, currency exchange documents, cash plans and other banking documents;
Obtaining bank statements for all accounts, preparing reconciliation statements and maintaining the cash flow report;
Preparing draft reports on the use of project funds;
Assisting the Financial Management Consultant in preparing draft quarterly Interim Financial Reports (IFRs);
Maintaining records of the certificates of works completed by contractors and ensuring the safekeeping of supporting documents;
Assisting in the preparation of the annual financial statements and in the conduct of the external audit, and providing the auditors with the necessary documents;
Entering data into the 1C software for project purposes and archiving financial documents;
Verifying invoices, powers of attorney and business trip expense calculations;
Participating in the preparation of draft annual, quarterly and monthly financing plans;
Performing other relevant duties as required.

III. Qualification requirements

Higher education in accounting, finance, economics or a related field;
At least 3 years of work experience in a similar position; experience in IFI projects is an advantage;
Knowledge of national accounting standards;

4. Individual Consultant on Infrastructure

Position title:	Individual Consultant on Infrastructure
Project name:	“Rural Infrastructure Development Project – Phase 2” Project
Type of contract:	Time-based (individual consultant)
Duration:	6 months (with a 3-month probation period)
Duty station:	Tashkent city

I. Background

The Individual Consultant on Infrastructure is responsible for ensuring the technical quality of the infrastructure sub-projects under the Project, developing the technical manual and coordinating the work of the regional technical supervision inspectors.

II. Description of duties

The main duties of the Infrastructure Consultant include, but are not limited to, the following:

Leading the development of the project technical manual on energy efficiency, water supply and sanitation, road rehabilitation and repair of social infrastructure, taking into account local construction norms and rules (ShNK/SNiP);
Developing simple technical guidelines and monitoring sheets for members of the Mahalla Development Unit (MDU) for monitoring sub-project construction works;
Training regional technical supervision inspectors and village engineers on the Project Operational Manual and the technical manual, and conducting on-the-job training;
Regularly reviewing infrastructure sub-projects under implementation and those proposed for financing, and ensuring quality control;
Reviewing and approving the work plans of the regional technical supervision inspectors and analysing the technical reports they submit;
Controlling the quality of the design and estimate documentation prepared by design institutes and single-customer service engineering companies;
Organising and leading the annual technical audit of the infrastructure sub-projects;
Monitoring compliance with occupational health and safety requirements jointly with the environmental and social safeguards consultants;
Preparing technical reports, analytical notes and replies to letters for the PIG management;
Performing other relevant duties as instructed by the PIG Director.

III. Qualification requirements

Higher education in construction, water supply and sanitation, architecture, urban planning or a similar field (a master’s degree is an advantage);
At least 8 years of professional experience in construction, engineering, infrastructure design and construction;
Experience in projects financed by the World Bank or other IFIs is an advantage;
Experience in inter-agency coordination and in organising training;
Computer skills: MS Office (Word, Excel, Outlook), engineering design software;
Excellent command of Uzbek and/or Russian; working knowledge of English.

5. Individual Consultant on Procurement

Position title:	Individual Consultant on Procurement
Project name:	“Rural Infrastructure Development Project – Phase 2” Project

Duty station:	Tashkent city

I. Background

The main function of the Individual Consultant on Procurement is to organise, carry out and advise on the project procurement processes in accordance with the requirements of the World Bank “Procurement Regulations for IPF Borrowers” (July 2016, revised November 2017 and August 2018). Procurement and contract management processes are tracked through the STEP system.

II. Description of duties

The specific duties of the Procurement Consultant include, but are not limited to, the following:

Developing the Project Procurement Plan (PP) and the Project Procurement Strategy for Development (PPSD), and reviewing and updating them at least once a year;
Preparing and publishing tender announcements and organising procurement processes in accordance with the Procurement Plan;
Cooperating with PIG specialists in preparing bidding documents, requests for proposals and terms of reference;
Opening bids, preparing evaluation reports and obtaining the World Bank’s “No Objection”;
Concluding contracts for goods, works, consulting and non-consulting services and monitoring their implementation;
Entering and updating procurement and contract data in the STEP system;
Maintaining the procurement database and keeping procurement records in the established manner;
Organising training on procurement processes for PIG staff, regional divisions and single-customer service engineering companies;
Submitting regular procurement reports to the PIG Director, including on delays and problems in contract implementation;
Advising on contract management and dispute resolution;
Performing other relevant duties as required.

III. Qualification requirements

Higher education in engineering, law, business administration or another relevant field;
At least 5 years of work experience in procurement; procurement experience in World Bank or other IFI projects is an advantage;
Knowledge of public procurement legislation; experience in carrying out large procurements;
Knowledge of international procurement principles and practice such as INCOTERMS and FIDIC is an advantage;
Good command of English; knowledge of Russian and/or Uzbek is required.

6. Assistant Consultant on Procurement

Position title:	Assistant Consultant on Procurement

Duty station:	Tashkent city

I. Background

The Assistant Consultant on Procurement provides technical and documentary support to the project procurement processes under the supervision of the Procurement Consultant.

II. Description of duties

The main duties of the Assistant Consultant include, but are not limited to, the following:

Assisting in the preparation and updating of the Procurement Plan and systematising data on procurement packages;
Preparing draft tender announcements, bidding documents and requests for proposals;
Providing technical support for the receipt, registration and opening of bids, and participating in the preparation of draft evaluation reports;
Entering and updating data in the STEP system;
Registering contracts and tracking contract deadlines, guarantees and payment milestones;
Maintaining the archive of procurement documents and scanning and storing the relevant records;
Preparing correspondence with regional divisions and single-customer service engineering companies on procurement matters;
Performing other relevant duties as instructed by the Procurement Consultant.

III. Qualification requirements

Higher education in engineering, law, economics or another relevant field;
At least 2–3 years of work experience in procurement or contract management;
Knowledge of public procurement rules; experience in IFI projects is an advantage;
Skills in working with MS Office applications;
Working knowledge of English; knowledge of Russian and Uzbek is required.

7. Individual Consultant on Disbursements

Position title:	Individual Consultant on Disbursements
Project name:	“Rural Infrastructure Development Project – Phase 2” Project
Type of contract:	Time-based (individual consultant)
Duration:	6 months (with a 3-month probation period)
Duty station:	Tashkent city

I. Background

The Individual Consultant on Disbursements ensures that payments under the Project are processed correctly and on time and are duly recorded in the accounting system.

II. Description of duties

The main duties of the Disbursement Consultant include, but are not limited to, the following:

Writing off advances paid to suppliers, contractors and consultants in a timely and proportionate manner in accordance with the terms of the contracts and bank guarantees;
Registering bank guarantees, verifying their compliance with the standard formats approved by the World Bank and tracking their validity periods;
Preparing payment orders and recording payments in the accounting system;
Reviewing payments together with the supporting documents, submitting them for approval and maintaining the payment register;
Regularly obtaining bank statements for all accounts and the monthly cash flow report;
Reviewing advance requests for business trips and events and carrying out the related settlements;
Ensuring that all transactions are recorded in the 1C “Accounting” system;
Maintaining records of the powers of attorney issued for the receipt of goods;
Ensuring that transactions relating to the movement of fixed assets and inventory are recorded in the accounts in a timely manner;
Performing other relevant duties as required.

III. Qualification requirements

8. Individual Consultant on Social Safeguards

Position title:	Individual Consultant on Social Safeguards
Project name:	“Rural Infrastructure Development Project – Phase 2” Project
Type of contract:	Time-based (individual consultant)
Duration:	6 months (with a 3-month probation period)
Duty station:	Tashkent city

I. Background

The Individual Consultant on Social Safeguards works in close cooperation with the Project’s Environmental Protection Consultant and ensures the Project’s compliance with social safeguard requirements.

II. Description of duties

The main duties of the Social Safeguards Consultant include, but are not limited to, the following:

Coordinating the work of the environmental/social specialists in the regions and providing them with methodological support;
Organising regular visits to selected project sites and carrying out social monitoring;
Providing guidance to contractors and regional specialists in the preparation of Environmental and Social Management Plans (ESMPs);
Monitoring compliance by the Project and its contractors with the requirements of the Environmental and Social Management Framework (ESMF) and the Resettlement Policy Framework (RPF);
Ensuring, where necessary, that Resettlement Action Plans (RAPs) are prepared and monitoring the quality of their implementation (public consultation, land acquisition, compensation, livelihood restoration);
Monitoring activities related to gender issues, the inclusion of vulnerable groups in the Project and stakeholder engagement;
Ensuring the effective functioning of the Grievance Redress Mechanism (GRM) and regularly reviewing the status of complaints;
Organising public consultations with project-affected persons and stakeholders;
Preparing monthly/quarterly reports on social safeguards, gender and beneficiary engagement and preparing them for submission to the World Bank;
Conducting training on social issues for regional specialists;
Performing other relevant duties as required.

III. Qualification requirements

Higher education in social sciences, urban planning, land resources management or another relevant field;
At least 5 years of work experience in social impact, land acquisition and resettlement, labour and gender issues;
Experience with the social safeguard policies of IFIs; good knowledge of national social legislation;
Experience of working with local government bodies and communities;
Strong organisational and communication skills and the ability to write reports;
Knowledge of Uzbek, Russian and English.

9. Individual Consultant on Environmental Protection

Position title:	Individual Consultant on Environmental Protection
Project name:	“Rural Infrastructure Development Project – Phase 2” Project
Type of contract:	Time-based (individual consultant)
Duration:	6 months (with a 3-month probation period)
Duty station:	Tashkent city

I. Background

The Individual Consultant on Environmental Protection works in close cooperation with the Project’s Social Safeguards Consultant and ensures the Project’s compliance with environmental requirements.

II. Description of duties

The main duties of the Environmental Protection Consultant include, but are not limited to, the following:

Coordinating the work of the environmental/social specialists in the regions;
Reviewing and approving the environmental screening of sub-projects in accordance with World Bank requirements;
Providing guidance to regional specialists in the preparation of Environmental and Social Impact Assessments (ESIAs), ESMPs and ESMP checklists;
Ensuring that environmental and safety measures are included in bidding documents and contracts;
Monitoring the implementation of the environmental monitoring plans set out in the ESMF and the ESMPs;
Organising regular visits to project sites and verifying contractors’ compliance with environmental requirements;
Identifying sub-projects that affect cultural heritage sites, natural habitats, forests and international waterways and ensuring that they are excluded from financing;
Ensuring compliance with the World Bank Environmental, Health and Safety (EHS) Guidelines;
Investigating, recording and reporting on environmental incidents;
Conducting training on environmental issues for regional specialists, contractors and communities;
Submitting monthly/quarterly/annual reports to the PIG Director and proposing measures to remedy shortcomings.

III. Qualification requirements

Higher education in ecology, occupational health and safety (OHS) or a related field;
At least 5 years of work experience in environmental management and/or OHS;
In-depth knowledge of environmental assessment and monitoring procedures and of national and international standards;
Experience of working on internationally financed projects (World Bank, ADB, UNDP, etc.) is an advantage;
Strong computer skills (MS Office);
High-level communication skills in Uzbek, Russian and English.

10. Consultant on Monitoring

Position title:	Consultant on Monitoring
Project name:	“Rural Infrastructure Development Project – Phase 2” Project

Duration:	6 months (with a 3-month probation period)
Duty station:	Tashkent city

I. Background

The Monitoring Consultant is responsible for monitoring the implementation of the project components and for collecting data on and reporting against the results framework indicators.

II. Description of duties

The specific duties of the Monitoring Consultant are as follows:

Establishing an effective mechanism for the continuous monitoring of the implementation of the project components;
Organising the collection of monitoring and evaluation data, including baseline, midline and endline surveys and the results of technical audits;
Analysing data in the areas of financial management, procurement, infrastructure and community mobilisation (gender-disaggregated beneficiary data, payments, complaints, etc.);
Assessing the level of achievement of the results framework indicators and preparing reports in a timely manner;
Preparing monthly and quarterly analytical reports on project progress for the World Bank, AIIB and the Ministry;
Preparing presentation materials on the Project;
Reviewing letters, complaints and enquiries received from stakeholders, referring them to the responsible specialists and monitoring their handling;
Collecting information on project results through focus groups, surveys and other methods;
Ensuring the timely updating of monitoring data in the Management Information System (MIS);
Performing other duties as instructed by the PIG Director.

III. Qualification requirements

Higher education in economics, social sciences or another relevant field (a master’s degree is preferred);
At least 5 years of work experience in monitoring and evaluation;
Proven experience in preparing high-quality analytical reports;
Statistical analysis skills; knowledge of STATA or SPSS is an advantage;
Excellent computer skills (MS Excel, Word, PowerPoint);
Knowledge of Uzbek, Russian and English.

11. Assistant Consultant on Monitoring

Position title:	Assistant Consultant on Monitoring

Duration:	6 months (with a 3-month probation period)
Duty station:	Tashkent city

I. Background

The Assistant Consultant on Monitoring assists in collecting and processing data and in preparing reports under the supervision of the Monitoring Consultant.

II. Description of duties

The main duties of the Assistant Consultant are as follows:

Collecting, verifying and entering primary data on project indicators into the database;
Receiving and consolidating monitoring reports submitted by regional divisions and village facilitators;
Entering and updating data in the Management Information System (MIS) and checking data quality;
Assisting in the preparation of monthly and quarterly monitoring reports, tables and charts;
Documenting photo reports and field data collected during visits to project sites;
Registering complaints submitted under the Grievance Redress Mechanism and tracking their resolution;
Participating in the preparation of presentation materials and infographics;
Performing other relevant duties as instructed by the Monitoring Consultant.

III. Qualification requirements

Higher education in economics, social sciences, statistics or another relevant field;
At least 2–3 years of work experience in monitoring, data analysis or project reporting;
Advanced skills in MS Excel; data visualisation skills are an advantage;
Ability to write reports and consolidate data;
Knowledge of Uzbek and Russian; knowledge of English is an advantage.

12. Individual Consultant on Community Mobilisation

Position title:	Individual Consultant on Community Mobilisation
Project name:	“Rural Infrastructure Development Project – Phase 2” Project
Type of contract:	Time-based (individual consultant)
Duration:	6 months (with a 3-month probation period)
Duty station:	Tashkent city

. Background

The Individual Consultant on Community Mobilisation coordinates the community mobilisation component of the Project and ensures the quality of the participatory processes.

II. Description of duties

The specific duties of the Consultant are as follows:

Coordinating the work carried out by facilitating partners and village facilitators in the selected villages and districts;
Organising project socialisation activities at the level of khokimiyats, mahalla citizens’ assemblies (MCAs) and community members;
Supporting the establishment of project implementation groups at district and mahalla level;
Coordinating the process of selecting participating villages and determining their year of financing;
Providing methodological support for needs assessments, resource mapping and well-being analysis in the development of Village Development Plans (VDPs);
Organising the election of the Mahalla Development Units (MDUs) in accordance with the training manual;
Overseeing the participation of MDU members in tender commissions, social audit and joint monitoring;
Identifying the training needs of village facilitators and organising training sessions for them;
Collecting and disseminating good practices in development that take into account the interests of poor groups and women;
Ensuring the timely uploading of community participation data into the MIS;
Performing other duties as instructed by the PIG Director.

Higher education in social sciences (a master’s degree is an advantage);
3–5 years of work experience in applying participatory approaches in community-based infrastructure or water supply;
Proven experience in developing training modules and delivering training;

13. Individual Consultant on Regional Project Management

Position title:	Individual Consultant on Regional Project Management
Project name:	“Rural Infrastructure Development Project – Phase 2” Project
Type of contract:	Time-based (individual consultant)
Duration:	6 months (with a 3-month probation period)
Duty station:	assigned region (PIG regional division)

I. Background

The Individual Consultant on Regional Project Management coordinates project activities at regional level and ensures interaction between the PIG central office and the regional division.

II. Description of duties

The main duties of the Consultant are as follows:

Planning, organising and coordinating project activities in the region and ensuring the implementation of the annual work plan;
Coordinating the work of regional specialists (infrastructure, procurement, finance, environment and social safeguards);
Establishing cooperation with regional and district khokimiyats, single-customer service engineering companies, MCAs and MDUs;
Ensuring that the processes of sub-project selection, design, procurement and construction comply with the Project Operational Manual;
Reporting regularly to the central office on the progress of construction works, contract implementation and the financing status;
Identifying obstacles to project implementation and submitting proposals to address them;
Organising and supporting the visits of World Bank and AIIB missions to the region;
Ensuring the timely entry of project data from the region into the MIS;

The Infrastructure Assistant Consultant ensures technical supervision of the infrastructure sub-projects implemented under the Project in Andijan region, under the guidance of the PIG Infrastructure Consultant.

II. Description of duties

The main duties of the Assistant Consultant include, but are not limited to, the following:

Assisting in the review of design and estimate documentation and in the preparation of technical specifications for sub-projects implemented in the region;
Regularly verifying that construction works carried out by contractors comply with the approved design, technical specifications and construction norms and rules (ShNK/SNiP);
Conducting regular visits to construction sites, maintaining technical supervision logs and completing monitoring sheets;
Performing spot checks and approving the certificates of completed works (Forms F-2, F-3) prepared by the staff of the single-customer service engineering company;
Reviewing changes introduced into the design during the works and participating in the preparation of conclusions thereon;

I. Background

The Legal Services Consultant provides legal assurance that project activities comply with the legislation of the Republic of Uzbekistan, the Financing Agreement and World Bank procedures.

II. Description of duties

The main duties of the Consultant include, but are not limited to, the following:

Carrying out legal review of, and issuing opinions on, draft contracts concluded under the Project (goods, works, consulting and non-consulting services);
Preparing and providing legal justification for addenda and amendments to contracts;
Providing legal support for the registration of contracts in the established manner;
Advising on the compliance of project activities with the Financing Agreement, the World Bank Procurement Regulations and national legislation;
Ensuring that orders, regulations, internal documents and employment contracts prepared by the PIG comply with legislation;
Preparing proposals for the pre-trial settlement of disputes arising with contractors and consultants and, where necessary, participating in the defence of the PIG’s interests;
Preparing legal opinions on matters relating to land acquisition, compensation and resettlement jointly with the Social Safeguards Consultant;
Participating in the preparation of draft letters, enquiries and legal documents addressed to state bodies;
Regularly informing PIG management and specialists of changes in legislation;
Performing other relevant legal duties as instructed by the PIG Director.

III. Qualification requirements

Higher education in law;
At least 5 years of work experience in the legal field, including experience in contract law and public procurement;
Experience of working on IFI-financed projects is an advantage;
In-depth knowledge of civil, labour, land and public procurement legislation;
Computer skills (MS Office, legal databases);
Excellent command of Uzbek and Russian; working knowledge of English is an advantage.
