Consulting services for the audit of Projects

RURAL INFRASTRUCTURE DEVELOPMENT PROJECT
(IDA Credit No. 6502-UZ)

      The Government of Uzbekistan has received credit from the International Development Association (IDA) for financing the “Rural Infrastructure Development Project”. The Borrower intends to apply part of the proceeds of the credit to payments under the contract for the Consulting services for the financial audit of the Project

The consultancy services include:

  • The financial audit of the “Rural infrastructure development project” for the fiscal years 2024, 2025, and 2026 (January-October)

Hereby the Joint Projects Implementation Unit (JPIU) invites eligible auditing firms to express their interest in providing the above services. Interested Consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to perform the Services. Evaluation criteria include:

  1. The firm must be on the World Bank's List of Eligible Auditing Firms.
  2. Experience in auditing IFI projects for at least 5 years
  3. Availability of qualified auditors to audit IFI projects.

         Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub-consultancy. In the case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of shortlisting and shall be jointly and severally liable for the assignment and shall sign the contract in case an award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub-consultants in their application."

The attention of interested Consultants is drawn to paragraphs 3.16, 3.17 3.21, and 3.22 of the Procurement Regulations for IPF Borrowers of the World Bank dated September 2023, setting forth the World Bank’s policy on conflict of interest and eligibility.

The consultant will be selected in accordance with the ‘Least cost-based selection’ (LCS) method set out in the Regulations - Procurement regulations for IPF Borrowers of the World Bank dated September 2023.

Interested auditing firms may obtain further information at the Joint Project Implementation Unit’s office from 09.00 to 18.00 hours (local time).

Expressions of interest must be delivered at the address below by 16:00, Tashkent time February 10, 2025, and be marked “Expressions of interest for Consulting services for the audit of “Rural Infrastructure Development Project” to the address below.

Late submissions are not accepted. Submission of information preferably in English and Russian languages.
