Request for expression of interest

"Rural Infrastructure Development" project, and intends to use part of the funds for hiring a consulting firm (hereinafter referred to as the" Consultant") to provide the following services:

Consulting services for midline project monitoring survey

The Consultant will assist the Joint Project Implementing Unit in data collection and analysis for the Midline Monitoring Survey of the abovementioned project. The survey will be utilized to assess project progress and results against the targets set forth in the RIDP’s results framework.

The organization contracting for this task is the Joint Project Implementing Unit under the Ministry of Economy and Finance of the Republic of Uzbekistan (hereinafter referred to as the "Client"). The project covers five regions: Jizzakh, Syrdarya, Ferghana, Namangan, and Andijan.

The Client now invites eligible consulting firms(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services, including (1) at least 5 years of experience in conducting comparable large-scale surveys in Uzbekistan  (at least five surveys with at least 2,000 respondents, using Computer-Assisted Personal Interview (CAPI) system), including data analysis; (2) Demonstrated experience of collecting research data in Uzbekistan on the provision of Infrastructure Development, including local services, such as water supply, sanitation, and hygiene as well as electricity; knowledge or experience of interviewing youth in rural areas is a plus; (3)  qualified key personnel to undertake the midline evaluation survey; and (4) experience in performing similar tasks in projects funded by international financial institutions.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

The consultant selection will be conducted using the procurement method "Consultant’s qualifications-based selection" in accordance with the World Bank Procurement Regulations for IPF borrowers (November 2020).

Interested applicants should provide information about their organization demonstrating responsiveness to the shortlisting criteria. Expressions of interest may be submitted via e-mail.

The expression of interest must be submitted before 16:00 on February 10, 2025 (Tashkent time) at the address below. Late submissions are not accepted. Submission of information preferably in English and Russian languages.
